Bridget Bartolone

Chief Executive Officer
Bridget Bartolone is the Chief Executive Officer of Person Centered Services. Bridget joined Person Centered Services of WNY in 2013 as the Executive Director. In her prior role, she worked directly with the Board of Directors to develop a short- and long-term strategic plan. Bridget guided the organization as it prepared for upcoming changes in how services are coordinated in an environment of Medicaid redesign.

Bridget came to Person Centered Services from HealthNow NY, the parent company of Blue Cross Blue Shield of WNY and Blue Shield of NENY, where she held two different senior leadership positions during her three-year tenure with the company. She was the Vice President of Operational Transformation, and the Vice President of General Business.  Before joining Blue Cross and Blue Shield, Bridget held numerous leadership positions at Eli Lilly and Company, a global pharmaceutical organization. She started in sales in 1998, and held a variety of leadership roles across Lilly USA over the course of 13 years.  She is also one of the original Six Sigma Black Belts at Lilly, when it deployed Lean Six Sigma in 2005.

Bridget holds a Bachelor of Science in Health Management and Policy from the University of New Hampshire, and a certificate of Executive Leadership from Cornell University. She also serves on several committees and boards in Buffalo, where she resides with her husband and two daughters.

Alicia Fellows - Vice President, Program Operations

Alicia has a long history working with individuals and agencies who serve people with intellectual and developmental disabilities. She has played a crucial role in designing and establishing the type of Care Coordination provided today by Person Centered Services. Prior to her current role, Alicia was Director of Care Coordination for PCSWNY, a non-profit set up in 2013 to prepare for the path to managed care. 

Before joining Person Centered Services, Alicia held various leadership roles during her 17-year tenure at Community Services for Every1, formerly Community Services for the Developmentally Disabled, where she served as the Care Coordination Administrator, Behavior Intervention Specialist and Specialized Case Management Program Coordinator.

Alicia earned both a Bachelor of Arts degree in legal studies and a master’s degree in social work from the University at Buffalo. She sits on the Crisis Services for I/DD Advisory Board as well as on the OPWDD subcommittee of Erie County’s Community Services Board. Alicia is also a parent to a child with Autism. She resides in Hamburg, NY, with her husband and four children.


Colleen Gough - Vice President, QA & Corporate Compliance

Colleen has over 10 years of experience in the areas of compliance and quality assurance.  She serves as the Compliance Officer and HIPAA Privacy Officer and is responsible for compliance, quality assurance, incidents, quality improvement, health record issues, legal issues related to individuals served, and the electronic medical record system along with shared oversight of IT security.

Prior to Person Centered Services, Colleen was the Compliance Officer and HIPAA Privacy Officer at The Summit Center, a not-for-profit agency and school serving individuals with developmental disabilities.  Previous to her work at the Summit Center, Colleen practiced law for over 15 years, most recently in the areas of trust and guardianship law for the disabled.


Colleen holds a Bachelor of Arts in psychology from the honors program at St. Bonaventure University. While at St. Bonaventure Colleen spent time working at two different group homes for the developmentally disabled. She also earned a Juris Doctorate degree from the University at Buffalo School of Law and is licensed to practice law in New York State.  She is certified in Healthcare Compliance and Healthcare Privacy Compliance.

Colleen serves as Co-Chair of the Corporate Compliance Committee of the Developmental Disability Alliance of Western New York (DDAWNY). Colleen also serves as a Board member at the ECBA Volunteer Lawyers Project and previously served as a Board member at a not-for-profit that serves the disabled. Colleen has 5 daughters and lives with her husband in Williamsville.


Kathrine Borowiak - Chief Financial Officer

Before joining Person Centered Services in May 2018, Kathrine served as the Director of Finance for Millennium Collaborative Care, an organization engaged in New York State’s initiative to restructure how health care is delivered to those receiving Medicaid. Prior to her time with Millennium Collaborative Care, Kathrine worked as a manager at Tronconi Segarra & Associates, one of the largest CPA firms in Western New York.

A certified public accountant since 2010, Kathrine holds a Bachelor of Science in business administration in accounting from the University at Buffalo. She is a current member of the WNY Chapter of the Healthcare Financial Management Association and the Leadership Buffalo Rising Leaders Class of 2018. Kathrine lives in Lancaster, NY, with her husband, Branden.


Elisha Tomasello - Vice President, Human Resources & Administrative Services

Elisha brings a wealth of knowledge and experience to Person Centered Services, where she is responsible for human resources, marketing, and communications, as well as learning, development, and diversity. Elisha joined Person Centered Services in April 2018 from North Woods Capital Benefits, where she was Vice President of Employee Benefits and HR Consulting. Before her time with North Woods, she held the position of Vice President of Human Resources at Catholic Health, in addition to previously practicing as a labor and employment attorney.

Elisha earned a Bachelor of Science in industrial and labor relations from Cornell University. She also holds a juris doctorate degree with a concentration in labor and employment law from the State University of New York at Buffalo, as well as a graduate certificate of managing healthcare delivery from Harvard University.

Elisha serves as a board member for the Independent Health Branch of the YMCA of WNY and is on the Board of Trustees for Persistence Preparatory Academy. She is a former president of the board for the Labor and Employment Relations Association. She is licensed to practice law in New York State and is a licensed employee benefits broker. In 2018, Elisha was selected as a Business First 40 under 40 honoree. Elisha lives in North Buffalo with her husband and two children.
