EXECUTIVE TEAM

Alicia Fellows – Chief Executive Officer
As Chief Executive Officer of Person Centered Services, Alicia provides leadership, direction, and strategic oversight of the organization. With a long history of working with individuals and agencies serving people with intellectual and developmental disabilities, Alicia played a pivotal role in designing and establishing Person Centered Services.
Previously, Alicia has served the organization as Chief Operating Officer and Chief Program Officer. Prior to that, Alicia served as Director of Care Coordination for PCSWNY, established in 2013 to prepare for the path to managed care. Before Person Centered Services, Alicia held various leadership roles, including Care Coordination Administrator, Behavior Intervention Specialist, and Specialized Case Management Program Coordinator.
Alicia earned a Bachelor of Arts degree in legal studies and a master’s degree in social work. Alicia is actively involved in several advisory boards and committees throughout our community.

Stacy Blair – Chief Program Officer
Stacy Blair oversees and provides strategic direction for Person Centered Services Care Coordination Program. She holds a Master of Social Work and has 30 years of experience working with New York State’s Office for People with Developmental Disabilities (OPWDD) and the Department of Health (DOH).
Stacy began her career working for a large not for profit agency in the Rochester, NY area, working for nearly 20 years in a variety of capacities including as a Direct Support Professional, Social Worker, Community Habilitation Manager, Clinical Coordinator (overseeing Nursing Services and Behavior Specialists) and several years in Residential Administration providing oversight to Residential Services.
Prior to working at Person Centered Services, Stacy served as Vice President of the largest provider of disability services in Western New York for nearly 10 years and provided oversight of the day-to-day operations of the Service Coordination Department, including Medicaid Service Coordination, Early Intervention, and Children’s Heath Home Care Management programs. She also assisted in the transition of the Medicaid Service Coordination caseload and workforce to Person Centered Services in 2018 and continued working in partnership with the Care Coordination Organization’s leadership through the transitional years.
In addition, Stacy provided oversight of the organization’s Intake/Department, Benefits and Rep Payee team, Self-Direction Services Department, Community Habilitation/In Home Respite Program, Environmental Modifications program, Family Support Services Family Reimbursement Program, Family Education and Training (FET) program, Educational Advocacy, and other community-based programs. She also served as the liaison for organizational affiliates and assisted with mergers of these companies into the organization.
Stacy has been a long-time leadership mentor for many throughout her career.

Colleen Gough – Chief Legal & Compliance Officer
Colleen Gough has been instrumental in shaping the legal and compliance framework of Person Centered Services.
With her background in legal affairs and compliance management, Colleen has successfully led numerous initiatives to promote the organization’s adherence to regulatory standards and best practices. She oversees departments related to legal, compliance, information technology and security. Additionally, Colleen serves as the HIPAA Privacy and Compliance Officer, ensuring adherence to the highest standards of privacy and security.
Prior to joining Person-Centered Services in 2018, Colleen was the Compliance Officer and HIPAA Privacy Officer at a local not-for-profit agency serving people with intellectual and developmental disabilities. Before that, she practiced as an attorney, focusing on various matters including trust and guardianship law for the disabled. During and after college Colleen worked for a year in ICFs serving children and adults with intellectual and developmental disabilities.
Colleen holds a Bachelor of Arts degree in psychology with a minor in Pre-Law from a university honors program. She earned a Juris Doctorate degree with an additional certificate in Special Education and is licensed to practice law in New York State. Colleen is certified in Healthcare Compliance, Healthcare Privacy Compliance, and Healthcare Privacy and Security.

Amy Peters has a wealth of experience in the development, implementation, and evaluation of programs and strategies. She has served in various leadership roles at Person Centered Services since its inception in 2018, including designing and providing strategic oversight for the organization’s Clinical Department, and developing agency-wide policies and procedures.
Amy holds a bachelor’s degree in Communication Disorders, where she gained a foundation in understanding and addressing communication challenges. She also earned a Master’s degree in Community Counseling, equipping her with the skills to provide comprehensive support and guidance to individuals and communities.
Additionally, Amy has participated in a university doctoral program (ABD) in Counseling Education and Supervision. Her extensive educational background has enabled Amy to develop a deep understanding of her work’s theoretical and practical aspects.

James Poulos – Vice President & Chief Information and Security Officer
James Poulos is a results-oriented Information Technology executive with 18 years of experience in planning, implementing, and supporting state-of-the-art technology solutions.
In his current role as Chief Information and Security Officer, Jim oversees data management and governance, information security, network infrastructure and operations, and application management. As a HIPAA Security Officer, he directs the development, implementation, monitoring, and communication of security policies and procedures.
Before joining the Person Centered Services team, Jim held significant roles where he provided IT leadership and strategic direction.
Jim holds a Master of Science in Executive Leadership and Change. He is dedicated to streamlining systems and data to ensure that staff can focus on what is most important — supporting the people they serve.

Kelly Lincoln – Chief People Officer
Kelly Lincoln oversees Finance, Human Resources, Learning & Development and Stakeholder Relations for Person Centered Services.
As one of the first team members hired when Person Centered Services launched in 2018, Kelly played a pivotal role in its formation and initial development.
Throughout her career, Kelly has held leadership positions in both non-profit and for-profit organizations. Her diverse professional background includes experience in business management, care and services coordination, product and program development, marketing, organizational development, project management, and training. Kelly earned a bachelor’s degree and a Master of Business Administration.
Kelly excels at bringing teams together to improve communication and processes, ultimately benefiting the individuals served by the organization. She is passionate about organizational development and understands how workplace culture impacts both employees and customers.
