Alicia Fellows – Interim Executive Director

Alicia Fellows has a long history working with individuals and agencies who serve people with intellectual and developmental disabilities. She has played a crucial role in designing and establishing the type of Care Coordination provided today by Person Centered Services. She went on serve as the company’s Chief Operating Officer. Alicia was previously Director of Care Coordination for PCSWNY, a non-profit set up in 2013 to prepare for the path to managed care. Before joining Person Centered Services, Alicia held various leadership roles in her 17-year tenure at Community Services for Every1, formerly Community Services for the Developmentally Disabled, serving as Care Coordination Administrator, Behavior Intervention Specialist and Specialized Case Management Program Coordinator. Alicia earned her Bachelor of Arts degree in legal studies and master’s degree in social work from the University at Buffalo. She sits on the Crisis Services for I/DD Advisory Board and on the OPWDD subcommittee of Erie County’s Community Services Board. Alicia is also a parent to a child with autism. She resides in Hamburg, NY, with her husband and four children.

Colleen Gough – Chief Compliance & Information Officer

Colleen Gough has over 10 years of experience in compliance and quality assurance. She serves as the Compliance Officer and HIPAA Privacy Officer and is responsible for compliance, quality assurance, incidents, quality improvement, the Electronic Medical Record and health record issues, legal issues related to individuals served, and shared oversight of IT security. Prior to Person Centered Services, Colleen was Compliance Officer and HIPAA Privacy Officer at The Summit Center, a non-profit agency and school serving people with developmental disabilities. She also practiced law for over 15 years, most recently in the areas of trust and guardianship law for the disabled. She holds a B.A. in psychology from the honors program at St. Bonaventure University and earned a Juris Doctorate degree from the University at Buffalo School of Law. She is licensed to practice law in New York State and certified in Healthcare Compliance and Healthcare Privacy Compliance. Colleen is Co-Chair of the Corporate Compliance Committee of the Developmental Disability Alliance of Western New York (DDAWNY), and a Board member at the ECBA Volunteer Lawyers Project. Colleen has 5 daughters and lives with her husband in Williamsville.

Rachel Martin – Vice President, Program Administration

Rachel Martin has over 15 years of experience empowering people with intellectual and developmental disabilities. Throughout her career, she has worked in Medicaid Service Coordination, Pre-Vocational Services, Day Habilitation, and Care Coordination. She has also worked closely with Health Homes and Self-Directed Services, and was part of the pilot and implementation process for Person Centered Services. She has co-chaired the DDAWNY Care Coordination (formerly Medicaid Service Coordination) Committee for over 10 years and has also worked for Parent Network as a provider/family/MSC trainer. She has served in various leadership roles at Person Centered Services since its first day in 2018. Rachel oversees the Care Coordination workforce, Intake and Enrollment, Learning, Development and Diversity, and Marketing and Communications departments in her current role. Rachel also serves as a member of the Town of Amherst Committee on Disabilities. Rachel received her Bachelor’s Degree from Seton Hall University and lives in East Amherst, NY with her husband and two children.

Amy Peters – Vice President, Strategy & Clinical Operations

Amy Peters has decades of experience in the development, implementation, and evaluation of programs and strategies. She has served in various leadership roles at Person Centered Services since 2018. Amy designed and provided oversight for the organization’s Clinical Department, developing agency-wide policies and procedures. Prior to her work at Person Centered Services, she served as Director of Mental Health for Butler County, Pennsylvania. Amy holds a bachelor’s degree in Communication Disorders from Old Dominion University, a master’s degree in Community Counseling from Slippery Rock University, and has participated in a doctoral program (ABD) in Counseling Education and Supervision through Duquesne University. She lives in Wilson, NY with her family.

Lisa Ressman – Chief Financial Officer

Lisa Ressman holds two decades of professional experience in progressive corporate accounting and financial analysis. In her position, she is responsible for overseeing financial functions and reporting at Person Centered Services. Lisa joined the company in May 2021, coming from Independent Health Associates, where she served as the Vice President of Finance – Revenue & Budget. Previously, Lisa also served in a variety of finance, accounting, and controller roles, providing leadership for a vast array of corporate structures and industries. Lisa holds her Bachelor of Science in Accounting from Hilbert College, where she was recently elected to the institution’s Board of Trustees. She lives in Hamburg.
